Initially, yes. But there's still a significant amount of time before the new expansion hits and there's always hope that with feedback and critique a different direction can be taken.

think of this as a test period, give good, constructive feedback that helps the team and Yokozawa when you get your hands on it so they can identify problem areas, and in the 6 months to 5.0 they should have enough data on both what the player base wants out of blue and increase the lvl cap (hopefully to 80 at 5.0)

Ya'll "its a beta test" claimer are aware they clearly stated it isn't a test phase for further modification ?

Limited job isn't a temporary state. Its a whole new thing in its own. BLU isn't gonne change ever. He will never be re-balanced outside of its Limitied solo content cause that how he was designed from the start. They clearly stated it as a secondary content, as a new type of content with definitive restriction that will stay at it is and be updated in its limlited content. Its at best a mini-game. BLU has as many chance to be pull out of its limited shell than Lord of verminion to become a overworld pokemon-like activity.

Its just a colosseum where you play as a Blue mage and you can use you blue mage to collect spell in outdated content and its all, there is nothing else to hope for cause its what they choose to do and its where the whole years of works as been spend.

theres a reason i didnt call it beta, every new job is going to have a test period where they identify from the data they get problem areas and come up with solutions to those areas, and they do listen to community feedback like when they made mch and brd casters by giving them an "add castbar" abilitiy and it was extremely poorly received, they retooled ranged dps to be highly mobile again, if they receive great data and overwhelming positive support from the job with the major want from it to be able to use it in df content like a full job, they may just remove those restrictions

am i gonna demand it and huff and rage, no, im super happy to have it, but i think there are ways they could use blue mage as designed in all content because they have several systems in the game already that do exactly what blue mage does, from interchangeble actions in role actions, various sanity checks in the df for things like lvl/ilv/have you unlocked these dungeons/etc, many other player actions being a benchmark for most of the actions blue mage can get, and a built in action limit of 24, and the fact you can use it at launch in pf (non solo) content up to lvl 50

Except every other job get implemented normaly in normal content and get balanced by small change or rework at expansion to keep up with other, they weren't isolated in solo content with the "solo only job" tag on it.
