Here's how I'm going to tackle this. I'm willing to be patient. Let Blue Mage come out, let us have it for 4.5 and see what they change about it for 5.0. After 5.0 and if it's still much the same, then I would start asking SE to make some changes.
There's some simple fixes to the majority of problems here.
No matchmaking: Simply have a requirement for you to have any/all abilities that matter.
Overpowered abilities: Make it so these abilities only work on enemies 11 levels or more below your own level.
No PvP: Currently not a single job behaves as they do in PvE, so I don't see how this is such an issue.
This can play out rather simply. You can even make it so matchmaking can only be done if you have learned every single ability that isn't level gap restricted. It would be a bit hardcore and players would ask for more lenient settings, but the end goal could be there for any and all players, and once you got there then you could contribute uniquely to the team.
But I'm okay with things remaining as they are for 4.5, to see for myself how it will play out, and for SE to see how it will play out.
