There are two versions of the scene that introduces Estinien. One assumes the events of the lvl 30-50 DRG quests did not happen and that you and Esitinien have not met. The other version assumes the events of the Lvl 30-50 quests did happen and that you are the 2nd Azure Dragoon and you and Estinien already know each other. Estinien even tells you not to worry about him and that he hasn't relapsed.

Perhaps I should have made it clear that I was talking about events during Heavensward proper, where he mentions having two Azure Dragoons even if you haven't unlocked DRG. Granted, I only have the word of someone I was doing the Heavensward MSQ with at launch, who at the time only had White Mage unlocked.
