That's why Ishgard doesn't celebrate the holiday that originated in Ishgard, or Hingashi the holiday that originated in Hingashi? But you would in Ul'duh, Gridania, and Limsa?

Didn't St. Valentione's Day and Starlight Celebration originate from Ishgard too?

They could however have events in different cities specifically for them. But see player “Number473”’s statement. You would end up excluding a large portion of the player base if you did.
