I think I should have prefaced my answer that I was largely joking. That it makes the whole thing come off as the punchline to their arc, particularly if they had made the scene such that as Kozakura is making her speech, the camera is panning over the crowd and when she gets to the part about Hien not being able to show some of them sulk and leave.

In a meta sense, Torquil is most likely correct. This is Kozakura's quest line, she should be the one to wrap it up. And as mentioned with time bubbles I don't see them pre-gaming any quest line for any kind of possibility of characters going missing because then it becomes very obvious flags about who is going to die or leave and it's better to have some small dissonance that's already covered with the bubbles than it is to wave death flags to the fandom at least three months in advance.

I finally got my Haori today which was the last item I needed for my Sekiseigumi glam... dyed it Dalamud Red and dyed my Fuga Hakama white... and done.
