What about the replacements themselves? I seem to remember something about not getting a penalty if you leave after joining in-progress, even if it's a full party, but I'm not sure. Can anyone confirm/debunk this?

I just used Bing to ask the OPs question (not your reworded query) and got all sorts of info about leaving a duty, but no reference to your source, or info on the "refill the party" quote.
Different folks pursue different avenues for queries. The Forums here are as good for that as the rest of the Internet. So sorry you wasted your time here. What were you expecting?
I wonder if everybody starts using the forums to get answers for the most basics issues everyday, how the forum would look like after some time?
And thanks for answering in place for OP, but I think only him knows how much he tried to get the answer, I'm afraid only him has the true need to answer for himself.
I'm just encouraging players to make use of searching functions, it's ok to post here about anything, but it's ok to warn anyone about searching functions too.

Simple solution if you abandon lets have an actual penalty, not a time out. Minimum penalty 5 hours. -.-/ Add a special banner that states coward for leaving or Does not play well with others O.o/ D/c don't count or kicks -.- would be loop hole. However if kicked a banner of shame should appear with reason.
Oh yeah and a 20 hour ban for people who make people leave and a special banner that marks them. Sounds like a plan will discourage people from leaving who think they are above us mere mortals that actually help those in need and are willing to play like normal. I like that pillory idea as well. Now people who get influence to leave by others, as long as it's reasonable makes sense. Example Tank refuses tank stance and enmity is over the place, or healer who refuses to heal makes sense. Lets face it there are plenty of trolls out there just like there are over sensitive players who take everything offensively or productive criticism as negative. Can't help weak minded people on that personal fault.
As a mentor I come across those who fail to realize that they really don't know their role properly and think they are above others. Yes mentors included however when you call them out based on facts the result is the same. Better of without them. A bit of a lock out is like a timeout, kids don't learn from it and you thing more mature players will? LOL good one.
Note: Online gaming is far from a safe space.
