In seriousness with Suzaku, I kept joining clear parties where the off tank would die like 5 times. I wouldn't even die once. While keeping my uptime going.

While some can overestimate, there's some situations where it's kind of obvious. Doing every mechanic in Suzaku to the 48% enrage while having enough uptime that you're 3rd in threat, even with diversion/lucid, can't really argue that the lack of dps from everyone else dying is the issue. If they just stayed alive...

Specifically, I got lucky with 7 people who did clear who helped me with mine. 1 shot. EZ. Nobody died. It was glorious.
I don't disagree with you, but the problem you're running into is a result of square failing to gate the extreme content from people that have no business being there. Not only can they get in without doing something like SSS, they suffer no consequences from joining content they lack the expertise to ever clear.

And then, if they manage to get straight up carried to a win, there's no mechanism in place to block them from joining parties that require duty completion even though their "clear" was unearned.

The chain this starts with is about someone saying you need to do it in multiple clear parties before you're allowed to join a "farm" party (Quotes, because y'all keep leaving after 1 go)

I agree, if you were carried into the clear, don't go to farm. On the other hand though, if you've literally mastered the mechanics, you are ON FARM.

The worst thing about this is if you pre-form a party with a friend, you can then set requirements or say it's a farm party via the PF, but in actual fact you can queue with whatever requirements you want afterwards as no one in the party can see whether the friend has cleared or not until the duty starts (and it states one or more party members are new etc).

One thing that could help fix is the issue is for the duty window that pops up when the instance is ready actually shows the current requirements for entry, so Duty Complete, Loot, Practice etc. If a player doesn't fit the requirements then the window wouldn't pop anyway but if it did, then least everyone in the party can see the situation and can decide whether to accept/decline or stay/leave the party.
