Are healers supposed to be this weak ?

This could be due to the ilvl of the gear you're wearing. If you're not using your chocobo in combat that's even less dps. Also as a sch you have the advantage to switch to smn for much better dps while soloing so you can use this to your advantage.

I'm just at the beginning of the stormblood story line and monsters seems undefeatable

I believe the msq gives you ilvl 240 gear (?) before you head into SB. It's okay but not great for entering SB. Even as a dps it would take long to kill things with that gear in SB content. You can get ilvl 260 gear with poetics tomestones in Idyllshire.

You can get i255 gear from the vendor in the area where you get into the new zones, which should be more than enough to face them. Otherwise, grind the 60's for Shire gear and augment the weapon, which should last you until Bardam's Mettle.
