4.4 seemed to hint to me that the Allagans and not primals were responsible for it, which wouldn't surprise me at all considering what else we learn this patch.

What surprises me though is that there's still life in the Burn? Not just Shadow hunter's followers being there in the short term but the dungeon has us fighting wildlife there for 2/3 of it. It seems that even with its current condition, life still finds a way.

Given how you can go fishing in sand dunes, the Sea of Clouds, lava flows, and aetherochemical pools and find entire ecosystems living within them, this isn't' much of a stretch.
