Honestly they could have done something with VII. Not even asking for Sephiroth and Jenova here.. Just something like Emerald, Ruby, Diamond, and then Omega weapon.
Getting sick of SE withholding VII content just because they reserve it for when they are looking to hype something.
Nobody is withholding anything. If you actually followed the story, it would make perfect sense why the bosses were chosen. Basically, Alphascape is called Alphascape because WE are team alpha (1), Omega called us that repeatedly throughout the tiers. The previous two tiers had us facing team delta (4) and team sigma (18) respectively. The final challenge of the tournament was fought in O9, with the rest of the fights being story purpose. Spoilers below:
Midgardsormr: This one is easy, its not a random fight, it is a fight heavily rooted in Omegas story, and the history of XIV itself. Sigmascape forshadowed this history quite a lot.
Omega: Did you really think we weren't going to fight Omega in the Omega raid?
Omega M/F: See above, the fact that he got two fights is a good way to show off his power IMO.
I would imagine that the characters from VII, and every other final fantasy were present in the background, however I believe that we were not chosen to face them due to Omegas calculations on power, and the structure of the "tournament". Sephiroth is cool, but Omega knew that Exdeath, Kefka, and Chaos were clearly stronger, so they he was eliminated from the testing.
