Yep. But similarly, Louisoix (my server) is part of Chaos. So me and Vidu can get paired up (and actually did at one point, but hell if I can remember what duty it was!). But, I can't get paired up with the OP, as they're on an NA datacentre (whereas myself and Vidu are EU datacentre). However, let's say you have one person on Balmung, and another on Brynhilder (I think I spelled that right). Both are NA servers. However Balmung is Aether, and Brynhilder is Primal. Aka, can't get matched up at all.

But yes, she's right in that blacklist doesn't stop you getting partied up with people. I've noticed it tries to avoid matching you up, but if there's not enough people to get in without you both together, it'll just throw you both together into duty, and you just gotta deal with it (I've only noticed it in alliance raid roulette at stupid o clock).
