From what I understand the recruiter will only spawn for 3 hours then will despawn for at least 9 hours. You got lucky and hit the window it sounds like. Right now on Sarg it's despawned, but it was available from roughly 9pm to 12am last night. If this holds true across all servers it will limit the items available as not everyone is going to care enough, have enough time, or get lucky enough to participate.
