Are you max level and hate the AFkers? Do you pull high level NM immediately?

If you go spawn high level NM then pull immediately and kill them as fast as you can without giving time for people to get there, then you go take advantage of lower level people's NM spawn, why should lower level people bother with spawning NM then?

For the same reasons the high level players did?
