The A Realm Reborn leves (outside of the starting cities I believe) are locked behind a combat leve for each leve giver. I believe this was removed for Heavensward leves, and is definitely not present in Stormblood leves. If my understanding is correct, this is a 1.0 holdover, but I'd have to double check with my friends who played 1.0 to be certain of it.
It's nice to see they removed that requirement from the later content, but it shouldn't be too difficult for them to patch it out from the early stuff.
