Send to multiple locations and make sure to keep up with repairs if the parts are getting low. I may just be paranoid, but I seem to have horrible drops if any of the parts end up depleted by the end of a voyage.

I don't think the part wear matters at all, in my experience. I have over 30 vessels, and 5 are subs with the good builds for the rare items, and I get Marine Wax Esters, Colossus Slabs, Auriea Polyps, Abyss scrolls etc. whether parts are fulling repaired or depleted after a mission. I dont repair til they are damaged, cause you can send them out as long as they arent damaged, no matter how low the bars are. This way you get your most bang for your buck. I understand what you are saying, but I don't see it reflecting item RNG at all.
