You could do heroic dungeons without ever setting foot in the Proving Grounds. The silver requirement was specifically for using the LFD tool. It did not carry over to Legion. Instead, they made mythic the "hard" dungeons and required manual group formation, which bypassed the need for the game to evaluate your abilities altogether.
