The one-time restore is not absolute. You are guaranteed one restoration within technical bounds, but you can try to get more. The quote is from different context, but an already used restore is mentioned in the quote.

As for infractions, there are people who have received a 216h suspension + termination review more than once, and still haven't been terminated. If you receive infractions over a long period of time, they have no reason to permaban you if the circumstances are not particularly exceptional. While if you stack up infractions over a short period of time, they can tell what kind of a person they are dealing with and decide they don't want to provide service to them.
