One could actually argue that most people actually refuse to use enmity reduction skills because your enmity is the only metric your party has to see how much damage you're doing. It's really bad logic, and only works for basic level pugs, but it's still logic used by people who play the game.

I've genuinely not had that used in any group I've been in since ARR. That's either very anecdotal or very server-based.
