It was a looong time ago but it was either in an interview or the first live letter from the producer.

Essentially you would equip the mannequin with whatever gear and that specific mannequin can be called upon as a gear set. So I can have 2 different mannequins, one for healing gear and one for magic attack gear, and I can easily swap between the two quickly and easily depending on what situation I'm in. They are going with similar systems with the action bars, eventually they are going to allow us to save multiple variations of action bars within each class so we can swap around depending on what we are doing.

Also, Naylia is correct, we'd be able to get more mannequins through quests so we could have more gear sets to choose from, as well as more "storage".
