Where the game needs to fix or adjust things is to have the "minimum ilevel" be the default setting until the content is cleared by everyone in the party.

This just means the new players will get kicked and never get to complete it. Veterans already rush new players through as it is. If the new players are holding them back, then many won't have any qualms about just removing the problem.
