I don't think balance is such a big issue. It's already broken and there is absolutely no challenge in low level dungeons, nor are abilities actually made to work there. Updates changed potencies, unlock levels or even whole abilities without changing dungeons many times anyway.
And enmity isn't about skills available but about players. I tanked in bad gear against synced DPS, DPSed against undergeared tanks, don't see how having more buttons to press (potencies would scale to have same dps output anyway) would change anything.
Imo that'd actually bring more players to roulettes. Idk about you, but I don't even bother with leveling tank bonus because of how boring it is if I get something below lvl 60.
