You're not thinking this through very clearly.

1: Synced Content is synced to the level - that means abilities above said level are not available.
2: If you want all abilities - you run it unsynched.

What you should be asking - is for a Level 70 _________ Content on demand (Synched).
You get all of your abilities and the same dungeon.

Less messy.

Yeah that would be fun too; like an Advanced Low Level Roulette.

Other thought I had was to make it like PoTD, where after every boss, or perhaps within the DNG itself, there are chests that slowly unlock abilities/spells etc. for all the jobs playing

But again, thinking it through, the newer players wouldn't know how to use said "new ability" they get lol.

So yeah it would be messy for new tanks, and actually learning and trying to figure out where to put said "new ability/spell" for new players, which in then, turn them away from playing, rather than inspire.
