Well, it doesn't help that certain countries are excluded outright from participating and some regions have more of these contests than others...

That would hardly be an 'improvement'. It'd just lead to popular players having an immense advantage over unknown players. Someone in a FC with hundreds of members could - in theory - get many of those members to vote in their favour.
