According to yoshida it was due to community feedback not resource allotment. And the resources it pulled from is a second level 70 dungeon in odd number patches.Originally Posted by Yoshida:

The dungeon that we "gain" from ultimate being over this expansion better be amazing cause the one we got now (swallows compass) looks nice but is a complete face roll and was a face roll day 1. If they're taking the devs that can do ultimate fights and having them make a dungeon I'd much rather wipe because of the dungeon and have to figure it out than sleep walk and get a clear.
Stop with this myth. DUNGEONS WERE NOT SACRIFICED JUST TO MAKE ULTIMATE.
YoshiP explicitly said that wasn't the case. The removed dungeon resources go to all sorts of places - he mentioned the 4.1 solo duty as an example of something they wouldn't have been able to do, so figure the 4.3 duty is like that as well. Resources also likely went into Eureka, the fancier look of HoH and perhaps more engaging fights in there, maybe even a little to Hidden Uznair etc.
Designing the three bosses is only a small part of the work involved in doing a dungeon. You also have a boat ton of visuals to put together, you need lore for it, writing the quests and any in-dungeon text, figuring out what the trash is going to be and making all of that, and QA resources to test all of these things with a fine-toothed comb.
A dungeon is a huge endeavor, and the payoff just isn't there. They would have dropped the dungeon whether they were doing Ultimate or not.

That's the misunderstanding I think.
People who complained probably though Ultimate was taking ressources that could have been used to create another content while it won't be remplaced.
Maybe it's the same people who asked for Greed in 24man. Oh yeah! That was no one.I've never seen this sentiment from Ultimate Raiders. And seeing as how this content is directed at such a specific section of the playerbase, I would think most Ultimate Raiders would want *more* of this, not less. Is this a sentiment from the JP community? Because I've never seen complaints from NA raiders asking for LESS Ultimate.

I think the real question is how many resources are being used to make an ultimate every other patch? As well as spoken having to come up with new music alongside the MSQ
