    Embolden's buff makes sense though. Consider that Embolden is typically used during a RDM's combo. What jobs are in melee range? Hint: Not casters. That's why it buffs physical damage to everyone except you. SE wants you to use it for your melee combo (which is magic damage) while buffing nearby allies (who are all physical DPS and tanks).

    That said, I think a few buffs are necessary:

    -Increase potency on all spells by 10-15.
    -Scatter has a 100% chance of proccing Enhanced Scatter. Scatter cast while under "Enhanced Scatter" cannot proc "Enhanced Scatter". That way it's every other cast, similar to Jolt II - > Impact.
    -Increase the potency of Enhanced Moulinet, possibly make it a circular AoE radius instead of cone, as the angle is not so wide and it rarely hits everything. Maybe make it cost 25/25 instead of 30/30.
    -Decrease the animation lock of Embolden. Everytime I try to weave Embolden between melee attacks, I clip.
    -Perhaps let one of RDM's skills restore 10% of your max MP or something, as RDM has no native way to refresh MP outside of Lucid Dreaming. I'm thinking Enhanced Redoublement can drain a chunk of MP, say like 1200 MP at level 70.
    -Remove Tether and replace it with a oGCD floor damage AoE, similar to Salted Earth/Shadow Flare, or the effect can be no damage but enemies in the field take increased magic damage 5%.
