It for sure unlocks a shop at some point.

That would be nice. Hopefully it'll be better than the "crafter sidequest relating to the 24-raid" that ended up being just a Bacon Bread hand-in...
I don't mind the way this progresses, personally. Doesn't feel that different from capping the special deliveries, if anything this gives me more instant gratification because of the cutscenes.
I wonder if they'll keep adding more easter eggs to the Enclave as you progress, because right now there's the hanging Elezen, the caught Xaela who ended up as part of the story, and the potted Namazu.
Knowing how the weekly limit and scaling works on the gratuity for our "donations," it takes no more effort for me than the following:
1) Do very little basic math according to the conversion rate. In the first couple weeks we had 120% on gratuity, meaning I had to set aside 16,667 gil worth of goods, and then 150% both last week and this coming week, meaning 13,334 gil worth of goods.
2) Have one of my alt characters send a mere fraction of a week's worth of Allagan Silver Pieces from ventures over to my main character. I was going to vendor off those pieces anyhow.
3) Save a few small trash items, and/or fish, so that I can hit that 20k--or rather 13,334 gil as this week's case may be--without spilling so far over that I start losing out on gil that I can get out of it. As an example, before logging out pre-maintenance tonight (groan) I made sure that my main (Aster) has 26 Allagan Silver pieces from Lyra's retainers, 2 nq Commanding Teas that dropped from Canals randomly, and a random fish from when I was trying, and failing, to get one of the big fish in The Peaks tonight; enough to sell normally for 13,343 gil.
4) Teleport to the Enclave instead of Tiramisu (yes, I know the real name of the Kojin place, and I don't care) so that I can knock out my Enclave weekly in the time it takes to walk back and forth across the area and talk to relevant NPCs, then head back to Tiramisu whilst queuing up for either Rab or Ridorana, depending on how tired or awake I am after maintenance ends.
This is such a genius way to encourage players to empty their damn crap from retainers/inventory
Oh hey! Next week will be 180% exchange rate. That'll be 11,112 gil in goods, tops, to reach 20k. Easy gil at the top of the week, so hardly any work.
A part of me feels so bad at how we're taking advantage of an ally country in its time of need...
