Far as I can tell there’s still plenty of players using it during peak hours. If you’re going in at 7am est though, it probably is dead. Wait a couple hours or so and try again. If you get a dead instance later in the day, try leaving and loading back in and hopefully you should get a different and more lively instance.

Dont push your agenda on everyone else. Eureka is fun and still has lot of people. Can I have some of your salt?? I seem to have run out.....Content requires more than 4 - 8 people. No Duty Roulette to keep people going back in.... Nothing survives without the Roulette ><
Lets also not forget Eureka was some of the worst content they've added and if it hadn't had the relic odds are it would have ended up like Diadem... oh wait... nvm.
I went last night and had a full instance. Granted the train wasn't conducted very well, but we weren't short of passengers.

If you're in a map with a low # of people the algorithm is sending you to a new map and there's likely another that is full. I've seen full maps at any hour no matter how late, any day.
with the new content things have slowed down quite a bit in eureaka got all my armor and weapons and some extra crystals and feathers you may need to make your own partys to get stuff done their.
I do Eureka nightly with my partner and it is always full and train running full steam.

Another thing to consider is that the system will spawn new instances to meet demand. I have seen new instances created at peak demand only to shut them down a few minutes after creating them. This is possibly the situation you ran into. I check to see when the last new player was added to the instance when I notice things are slowing down. If the instance's last new player was 20 minutes ago, that's a very strong indication that the instance has been flagged for shutdown and its time to start getting your affairs in order. Once you leave and join a new instance, there should be more players in there. If your put back into the one you came from, then its a very slow time.
