Casual gamers don't like really high levels of grind either due to the only difference between "Casual" and "hardcore" being the amount of time dedicated to playing the game. Still Eureka isnt that bad.

Casual content doesn’t mean boring gameplay. There are tons of casual games that are simple and fun. Doesn’t seem like the developers put any thought in Eureka. It’s uninspired and has absolutely no creativity behind it that isn’t already in the game.
I personally don’t think the developers can do anything that is different from the core game machanic. No matter what they add it won’t be new because the they always use what’s already in the game.
This game will continue to be like this until they pull the plug. You will never see anything new that isn’t already in the core design.
Why not add airship bombing raids in eureka? Where every player can bomb the monsters from their flying mounts. Maybe add the ability to become stronger with each chin kill and larger in size, visually, Like a 20 foot lalafell. Random power ups that change your character visually and boost your attacks. Perhaps a power up that lets the players turn into monsters like deep dungeon and become over powered. Add potions to the eureka merchant that allows you to buy all kinds of silly power ups. Add tons of loot boxes that drop from kills. Add random appearing chest all over the map, tons of them. Add random monster allies that help you after you defeated them. Add element effect to the ground itself. Like water changing to poison or lava that hurt the monsters and players alike. Adding random effects to the combat in eureka would of made it a lot better. Sound silly, but at least I would be having fun with the quirkiness.
Sure with power ups the monsters would be dying faster, but you can aways balance it out by making the XP higher.
I would definitely enjoy it with these features. Things like this would keep people playing no matter how grindy it may be.

Finished Eureka gear in the same week of patch.
More please, cuz that was too easy.
And they made it to drop your BiS for Ultimate raid so the hard core raiders are force to do it as well, genius!!!
As a casual player, seconding this. ^ It's too monotonous and time-consuming so I don't bother with it. Personally, I just do tomes, sigma, rab & rid. Like Caitlyn says here.Even Casuals dont like it. Especially those, who only have 1-2 hours for FFXIV a day.
Its game design is awful and boring. Yes, even for casuals. When it comes to "better gear", I highly suggest to ANY player to buy the tome gear instead. Its much better and took alot less effort than Eureka.
Also seconding this, though I do understand what OP is getting at. They specifically want savage raids, ex primals, etc., but I still wouldn't call "casual content" as monotonous, cuz, basically, everything not savage/ex would be "casual content." Personally, I wouldn't call raids like Rid and Rab monotonous as they do take a few wipes to get a grasp on, and they are fun to do. Eureka... is not fun.
Disagreeing with this statement. Some casuals may not enjoy grinding, but plenty of others do grind - just minus certain content like savages.
