By making it harder to get loot, people will have to run the dungeon more times. That's the only reason I can think of. It makes the numbers look good for them.
I can certainly see that as one aspect. There is already enough reasons as it is to run a dungeon 5,000 times (that healer hat, tank piece, dragoon foot, etc.). I still remember leveling my dragoon and running Rabanasty at least 21 times to get the head piece (call me crazy I know). Hashbrown still gives me PTSD.
