There are several easy ways to get around this, in fact!
1. Release an equal amount of gender-locked items per gender (and of comparable quality, too!).
2. If these sets will not be released at the same time, be transparent about when the matching set will come out. We shouldn't have heard about the 'match' for this coming in 4.35 or 4.36 through the grapevine, and in a way that made it seem like they're only doing this because we're complaining (a successful business should reach certain conclusions if their clientele is this vocal about a specific subject over time!)
3. Realize that if you keep gender unlocking sets aimed at one gender, you'll eventually start getting requests for the other sets to be unlocked, too. Be preemptive!
You're confusing "outfits based on male characters" with "outfits wearable by only male characters". All the veteran awards are unisex outfits.
Many of us do, too! You'll notice that people aren't necessarily asking for female outfits to be unlocked, so much as male equivalents to be released.
Yes, because these poor indie devs can't understand that if they do a female outfit there should be a male counterpart.
Also consider this is the first time the obligatory lv1 gearset from the patch it's only for one gender, in other patches there is at least male or unisex gear too.
