Considering the difficulty blm has in adapting to fights, and how unforgiving a single mistake is for it vs any other dps, it's fair that they get to do more when performed perfectly.I don't think that I agree with this sentiment. Since 2.0, SE has consistently balanced classes so that the strongest melee DPS jobs do about 5-10% more damage in parsing than their ranged/magic counterparts. This has always been done because melee DPS typically do not have as much uptime on bosses due to many boss mechanics causing melee to have to leave attack range.
Obviously individual encounter DPS balance can vary wildly depending on boss mechanics, but for high uptime fights, SAM and BLM should not be within 1-2% of each other.
Maybe SE is changing their view on this type of balance? Or maybe BLM is just a special case? I don't really know, but I do feel that SAM should easily be the highest DPS class in the game when considering they are melee and offer 0 party support.

Not to mention, Black Mage and Samurai are designed to utterly lack utility. It'd make perfect sense for the two of them to be higher DPS than their counterparts, since they make up the gap in utility with sheer damage.
They only make up for the lack of utility if the other players are bad.
The stronger the players are, the weaker jobs without synergy will be. This is not a bad thing though. The issue is that everyone thinks they're good enough to have a fully synergic party.

I disagree Blackmages have had many mobility changes that make upkeeping their rotation very easy even if movement is needed. Another thing to note is that their rotation isn't very difficult and neither is standing still that's a matter of learning any fight. Blackmage can attack from any distance which Samurai cannot, furthermore Samurai also has to learn where and how to remain still because of Iaijutsu casts which can be interrupted by the boss being pulled out of range by Tanks which Blackmage doesn't have to worry bout unless they get LOS'd which Samurai also have to worry about. We have to maintain a more strict rotation which is constantly changing from being mobile to stationary. Blackmages also lose less from death as they can regain all their MP from restarting their Enochain and going back into Blizzard then back into Fire when a Samurai dies they loss all their buffs and resouces Jinpu, Shifu, and Kenki which takes several GCDs just to get back.
