For the S rank "Salt and Light" it seems like the trigger is: discard item(s) in the Lochs 50 times.
I'm curious if others have observed this.

Because I am crazy ... and I was curious .. I took a dive into the thread and tada:
this was the first announcement of the 50 items for S&L on 05. September 2017. And I will never dive so deep into this thread again .. (although I probably will).Update on Salt and Light. To spawn him I get 50 items split them into singles and discard each of them. On 6 separate occasions he has spawn on exactly the 50th item I discarded. I feel safe to say that the requirement is 50 total discards to spawn him. (Note I've found that discarding 50 items at once counts as 1 discard).
Also all triggers are listed on this FFXIV JP Wiki.

I wish someone could find an accurate kill requirement for Okina, but with how its spawn works that's virtually impossible as you'd have count on nobody killing a single Yumemi/Naked Yumemi for several hours.
I'm curious. Has anyone had a Garlok spawn on their server yet?
Due to the weather being the same across all servers, it should generally show up within the same timeframe post maintenance.
Marked as dead on my server.
I was under the impression that it could spawn whenever assuming it had gone three hours and 20 minutes with no rain, and there's been no rain for the entire duration of its spawn window being open to my knowledge.
EDIT: It just showed up like a minute ago. I was wondering because I've encountered some weird instances of it not showing up until way past when its spawn time capped post-maintenance, which makes me think that it has to actually rain post-maintenance before it can spawn. It's rare, but not unheard for there be no rain for 24 hours+ in Eastern La Noscea.

Just wanted to confirm that you actually can spawn The Pale Rider with levequest coffers.
However, the odds seem to be drastically low(Not to mention the items are generally worthless); so I'd still recommend relying on Wyvernskin maps whenever possible.
Two things I wonder if they don't affect the spawn rate: 1. the location of the chest on the map, 2. the color of the chest (bronze/silver/gold). I feel like these are also variables that should be taken into account with those two and could help explain why they're so very hard to pop.
