You shouldn't get banned unless you were spamming it like people spam emotes with the dialog box on. I have done shouts like that in order to RP, like on Moonfire fair I set up a "booth" on the beach and would sell the fish n' chips at Eorzean night time and I was advertising via yell every few minutes. Never had any issues with people but I think they understood I was RPing since I had several slogans to sell my stuff and would bow and thank each customer. I did this everyday the Moonefire Faire was active and no one ever said anything like they were going to report me.

I just have to say I love people like you during Moonfire Faire. It really helps out new people to the game or those who might be late in doing the event if someone is helping out by making the seasonal event only crafting food items. They should make it so the fish can be caught outside of the event though. Even if it's just so people can stock up on it and then make a stack of the dish. That's the only dish that was/is attached to a seasonal event you can't make outside of it because the fish doesn't exist the rest of the year.
