Again, you don't get proper feedback from a first reaction. You have to see how the content works over time and how people react to it when the hype around it dies down more. They have to assess the situation at all angles. They can't jump the gun and say "woops we made boring content" when we don't have a strong idea where people stand on it. And yes this does not mean vocal minority on the forums. They also get feedback within the game itself and observe how people work within it. They have to assess the situation on over period of time player feedback and technical aspects. You might need to look at this more realistically than idealistically.

People are free to intepret it however they like, but that isn't the response people are making threads for.
At best they can acknowledge they are receiving feedback and listening. Honestly, do you think they really are not? I am sure they are not popping wine bottles and celebrating the content release in ignorance. I am sure they are following closely what is going on.
