Relics have always been an alternative for non-raiders, e.g., “casual players”. It’s supposed to serve as an alternative to Augmented Tomestone/Savage level weapons up until the final patch of an expansion, which is when it becomes automatic BiS for everyone, raiders and non-raiders.
