Yes they would do it more and so what ? Interested people to buy savage won't suddently increase by 50% if they changed that.

Agreed. The current system makes absolutely no sense. Like you said, if they just allowed even 2 people to join a group who have already completed it, I would be happy. Honestly, not sure who at SE came up with this idea but its kinda ridiculous.
