The point the OP is trying to make is completely valid.
These people are still abusing the system. It doesn't matter if they took more effort to do so just because they had to form an FC and rank it up or the fact that the person they are selling to already owns a home. The intentions are clear; they are flipping a house for a profit which shouldn't be happening. They are taking the highly sought after plots that they know people will pay money to get and sitting on them until the 20th when tons of people will be able to buy homes. There will undoubtedly be people upset that they couldn't get the plot they wanted since the restrictions prevented them from doing so as the FCs got their pick first. These people will be their prime targets.
For example, dummy FC buys plot 30 in Shirogane. How much you want to bet there will be that one person who is sitting on a bunch of gil who had their hearts set on that plot since before the announcement that 4.2 would be locked to FC only for a time? Or that one person who has considerable gil but got an error and logged in a bit late getting a horrible small plot in the goblet as their only choice and would be willing to pay the premium for that dummy FC to relinquish the plot so they can relocate to it? I'm sure there will be plenty of cases of it and no matter how you slice it, this is an abuse of the system and it's unfair.
Is it as bad as other issues? No. Certainly not. Is it as bad as before when they could flip ANY house, even undesirable ones, to anyone who was just desperate for a house in general? No. Is it better that this new method of flipping actually frees up a house in the process? Definitely. But it's still not the intentional outcome and it's still scummy that someone can make 2x's profit or more by reselling a house that they sniped from under another legit FC's nose and I don't think it's the moral thing to be doing nor is it what SE intended to happen.
That being said, there are still legit uses for relocation to ignore the RNG timer (though I'm surprised they didn't change it so that it doesn't anyway). It's just very unfortunate that it also becomes a loophole for scumbags.
