I am of the opposite opinion. The 12 daily limit is fine, but the 3 quest limit per tribe need to be increased.
With the ARR tribes you had 5 tribes to choose between, and once you were past the first reputation step you could pick up more than 3 quests from each of them - so you weren't limited to just 3 quests per tribe and day. The 12 daily limit was what mattered.
Assume you finished all the ARR tribes while doing ARR and then move on to HW.
A total of 3 beast tribes in HW, and you can only get 3 quests per day from each of them. You can only do 9 quests per day for them, making the limit of 12 per day a theoretical limit you normally don't reach.
Come SB things are even worse. Only 2 tribes to do quests for, and max of 3 quests per day from each. The daily limit of 12 per day is meaningless since you can only get 6 quests per day anyway.


You have to keep in mind that the ARR beast tribes dailies give a lot less reputation.
For example; the Amalj'aa quests give 10/14/20 rep, from the rank 1/2/3 dailies respectively. Since each rank has 3 dailies, a full set of 9 will net you 132 reputation.
3 Ananta quests, at 60 reputation each, will net you 180.

But you need a lot less reputation for the ARR tribes. The Amalj'aa will be maxed out at 510 rep. The Ananta will need 1730.You have to keep in mind that the ARR beast tribes dailies give a lot less reputation.

I was merely pointing out that the ability to pick up more dailies for a single tribe didn't make it that much faster than HW/SB beast tribes, due to the fact that the ARR dailies rewarded less reputation.
Going by the state that the beast tribes were in during their initial release, with the ARR ones being released two at a time and having a daily limit of 6, and the HW/SB ones having a daily limit of 12:
Ranking up two ARR beast tribes simultaneously took 23 days (doing the 3 highest rank dailies for each tribe). With the current limit of 12, this will only take 16 days.
Ranking up a HW beast tribe to rank 7 took 23 days (rank 8 was just a filler rank at the initial release).
Ranking up a SB beast tribe to rank 8 takes 27 days.
The reason why the SB ones take 4 days longer, is because rank 8 is more than a filler rank for SB tribes, and rank 7 doesn't give any bonus dailies (would move it down to 26 days if it did).
But the point remains that the total daily limit should be increased by at least 6, similar to how the limit was increased from 6 to 12 with 3.0.

The ARR tribes besides Ixali also only went up to Rank 4 with dalies so it still takes around the same amount of time to do them as it does to get the HW/SB ones capped per tribe. It takes longer to do ARR ones overall because there are more tribes rather then how much rep you get with each.You have to keep in mind that the ARR beast tribes dailies give a lot less reputation.
