    The rumors are true, the extreme is unlocked by the wandering minstrel in Kugane, but the quest icon is not visible on the map, just on the minimap if you are close enough and above his character model.
    If you just port to Kugane and checked the map for the questicon you can't see it.
    You have to go close to him (direct line of view or minimap reach) to see the questicon.
