I don't see how his arc feels unfinished. He's obviously come a long way from the "feral child" he described himself as, who was abused by his mother because his existance reminded her of her rapist. He's been accepted by the Resistance despite his fear that they wouldn't consider him truly Ala Mhigan. He's helped fight off the occupiers and been able to contribute to putting his country on a better footing financially. And despite everything that he's gone through, he's still capable of feeling empathy towards Fordola, and genuinely being a good person.

He's so dead.
