Well, to be 100 accurate. Anytime someone relocates they leave an empty plot behind. So eventually FC's do get access to additional plots. The only downside is that the plots they do get are the left-over goblet small houses that literally no one else wanted who could relocate. Basically the worst of the worst houses. Still, this still gives FCs access to that content.

As you stated, yes, they leave a plot behind, but that plot has a random timer placed on it. This was the underlying issue I was trying to present. FC waits at plot for a few hours, individual moves to said plot, FC has to find plot, get to it and wait, again, potentially for hours, and rinse repeat. I think that is a pretty rough situation.
