Not sure what you mean by "the right buyer," unless you are talking about someone who bribed an owner to relinquish their plot. If so, then the timer is working exactly as intended- it's whole point is to stop people from flipping houses.

So they probably mean people in FCs that are trying to buy stuff. I've seen lots of people camping for hours on Hyperion. Quite a few ended up having to find what plot someone relocated from to start camping that instead. People being able to relocate to plots that can't be purchased is really not cool imo.
