This would work fine as an incremental penalty.
One plot on your account? No penalty. More than one plot? You get taxed exponentially for each additional house on your account.
Think of it as "luxury tax". You can have those 16 plots, but you're pay for them.
The tolerance people have for the trash of this community is indeed, a core part of the problem. You don't tolerate extortionists and scalpers in real life, so why would you anywhere else?
The fact the devs were too blind to foresee this problem, and "didn't have rules in place, so "technically" these people didn't break any rules", doesn't validate the action of being a piece of garbage trying to exploit loopholes.
So something I'm wondering on, I have a chara on our server that has house and FC. Also have a chara with no house and FC, and now can't get either. Can the one without use the house of the one who has it now? Or are they destined to never own a house because another chara does?

The last housing addition was a huge bungled mess, they gave an obligatory apology and once the new plots come out in a couple weeks or whenever it will be nearly the EXACT same mess all over again. I wouldn't hold your breath expecting them to fix the housing system in any meaningful way.

sounds cool and all, but what about the millions in decorations they own? I have one large house and the ground floor is worth about 20-30 million in decorations. If someone has multiple houses they can easily surpass the decoration storage limit. So now we have the issue of either just deleting millions hundreds of millions in decorations or figure out a way to give the player back a fair market price for all their decorations.I like the changes they made, this will have positive change.

There is no way to take away houses without creating a massive headache for the developers and the players.
The only real fix to this issue is create instanced housing so everyone can have a house. Considering there is only enough housing to supply about 25% of a servers population, the issue isn't the handful of people that own 2-3 houses, the issue is how poorly our current housing system works for such a large population.

Sure would be swell if we got an upgradable instanced plot. Give those of us in the wards an option to transfer our current house size to an equivalent instanced plot. That would free up ward space for FCs and those people who want the neighborhood feel.The only real fix to this issue is create instanced housing so everyone can have a house. It would be nice if apartments were replaced by "small houses" and you could upgrade from there to a large house when you can afford it.
