For all we know these changes were made because SE felt Tanks were to focused on DPS and wanted to reel it back a bit so that they could focus on the actually Boss encounter and mechanics. If after the results you feel there is an issue, aka after you try Byakko and the Omega raid, then give your input and explain why it doesn't work. However trying to guess how it won't work now without actually trying it is of no help to the Dev team because you are only using your own bias to determine that it won't work.
Tanks will remain focused on DPS if SE continues to simplify the rest of what they do and keeps nerfing their damage. They seem to miss the basic connection that Tank players like to feel a certain amount of power behind their job as well, while not as good as DPS, tank players in MMO's don't actually enjoy feeling like being JUST a meat-shield, especially if being JUST a meat-shield involves almost no thought at all due to them simplifying everything
