Request: Ability to re-assign class levels after 1.20

We keep on posting from a player standpoint on this subject. Let's instead think about the developers.

- Is it easy to program? Nope, too many specal cases to just bang out. While it would seem easy to to make some kind of point slide interface, there is a lot of potential for abuse.

- How many players are we aggravating with this? Not that many. At least in comparison to those who like or don't care.

- Do the have an alternative? Yes, many have already done it too. Level conj.

- does this have the potential to go wrong, and shut down the game to resolve? Yes
