DRK Job quest progression and Storm Blood

Is it possible to access the areas within stormblood to do the DRK quest without progressing the SB MSQ?

Sadly, no. Pointless MSQ gating of areas is still a thing they've yet to abolish and probably never will.
That said, all your skills and traits; save for you last one, come from the leveling process. So you aren't missing out on anything that will prevent you from playing your job, just a really good questline that gives you gear and your final action at the end; which you really don't need until you're at the end of the MSQ anyway.

If i recall the furthest I got in SB areas was the fringes...MAYBE the peaks..

The last two quests are in The Fringes and The Peaks. Everything else is in 3.0 areas.
