Yes. There aren't that many in the game, and there's a distinct shortage of ones a male character can wear, so clearly more are needed.
Also it's a Twelvesdamned bikini, and the majority of in-game areas are warm climates, ontop of swimming having JUST been added into the game. Therefore clothing like this is not only not 'slutty', it's appropriate, whereas heavy armor is actually inappropriate, as it would cause you to overheat or drown.
And thankfully, Eorzea doesn't appear to have had Puritans in its history whose ridiculously uptight values pervade their culture even hundreds of years later...

It depends on how they go about adding it to the game.
If they simply decide to scale the set down, to work with each female model, then I can't see it being available for males.
If they decide to rework the set (likely, due to all the stuff floating around the armor), I could see them making adjustments to make it fit with the male models. They can't just slap a female set onto a male model, gear models simply don't work that way.
We're not short on pieces of gear who are not gender locked but look different when worn by males or females. They can easily leave the set as-is minus scaling for the females of the existing races and if they really want, they can make adjustments to have it fit the males as well. So you're right, it doesn't work that way - the question is whether or not SE wants to do it, and if they do, it's more than possible. This isn't a reason why they shouldn't make this for all genders.It depends on how they go about adding it to the game.

I wish we'd get more boss-themed gear in general.
I think that even if we did get a copy of Sophia's top, though, it might not be as revealing and people would be disappointed. The chestpiece on the Scylla set was noticeably toned down from the version the boss is wearing for some reason (Though it's still easily one of lewdest DoM pieces regardless).
