Paying real money to PF sellers... Really?

Should SE reconsider its stance on the PF sellers since there is a possibility of this? Are they even aware of it?

Yes and yes. It would be worse if they weren't aware of it.

SE can't do anything. Even if they banned content selling, people will just change the wording of their advertisements and ask you contact them through discord.

The GMs aren't dumb.

We actually have seen how futile it is for SE with regards to housing. Once Yoshida commented on selling plots for huge mark ups wasn't allowed, people took all the sells to reddit.

If they're no longer advertising in the pf, then that is the opposite of futile.

If the proof required is "Would you like to exchange real money for my services in clearing FFXIV content?" being said in chat, then it's not really against the ToS, is it? Any punishment given is more for being so unbelievably stupid.
