I agree with this.
If anything, arrows should take up their own inventory space. Turn it into a series of quest, the first of which gets you a starter quiver, capable of holding X stacks of arrows. Each addition quest, expanded its capable.
I like this idea where arrows exist outside the normal inventory and then their our quests to expand the amount of stacks you can hold in the quiver. Very cool.
Like your starter quiver can hold six stacks of 999 arrows, and each quest opens up three new slots for more arrow stacks. Might be fun. I for one like how ammo exists, and removing it makes about as much since as an archer punching someone with their fists.
