Since you seem so adamant that SE do something the most likely outcome would be that they force the server to split and assign half the population to a different one or even a newly created one and if they're nice about it they will keep FCs together. None of your personal reasons for wanting to be on Balmung change the fact that it will cause instability across the entire datacenter if players are allowed to join, especially since it has in the past. The only time I have seen server merging was back in Everquest and that was for the opposite problem, underpopulated servers and the need to save money.
Instanced housing would make moving servers seamless. Heck a megaserver for each region would also solve issues of friends being spread out. Could even keep the housing districts, just make more of them named after the server they are on.
If they had the server infrastructure to do any of this they would have by now. The problem is that they clearly can't afford to upgrade the capacity of each server or datacenter despite the move to California.

dumb question: Balmung is still locked form transfers right ? As in no one can transfer in?
